Yes. FLIP+ webinars are free and open to members and non-members alike.

The FLIP+ Annual Event is our flagship in-person gathering, held every June. The 9th Annual Event takes place in Vilnius, Lithuania on 17–19 June 2026, hosted by the National Agency for Education. Past events: Paris (2018), Rome (2019), Online (2020, 2021), Paris (2022), Cambridge (2023), Lisbon (2024), Arnhem (2025).
FLIP+ organises a regular series of webinars throughout the year, open to all members and non-members. Topics include digital competence, AI in assessment, psychometrics, accessibility, and country case studies.
Fully transparent. All Steering Committee reports, minutes, Working Group outputs, and the annual financial report are documented and made available to members in the member area.
The Ordinary General Assembly meets annually, typically in March or April. All members are invited. The agenda includes activity reports, the financial report, and strategic decisions requiring member approval.
FLIP+ is governed by its Steering Committee of seven members. Day-to-day coordination is managed by the FLIP+ Secretariat, led by Amina Afif (Executive Secretary and Project Executive), based in Luxembourg.
No. Institutional membership is open to non-profit entities only. However, professionals working in for-profit organisations may join as individual members. A maximum of two individual members from the same for-profit institution are permitted. If your organisation is a private company, we recommend contacting us before applying to clarify your eligibility.
No. Membership fees are non-refundable once paid.
Joining is straightforward. Send an email to info[at]flip-plus.org with the following details: your membership type (institutional or individual), the full name of your key contact person, the name of your institution, your country, your address, your phone number, and your contact email address. Once we receive your request, we will send you an invoice. Your membership is confirmed once the fee is paid. We also schedule a short introductory call to welcome you and explore how you can best contribute to and benefit from the community.
Each institutional member has one vote, exercised by their nominated lead contact person. All individual members together share one vote, cast by a representative elected before each General Assembly.
The annual membership fee is €2,000 for institutional members and €600 for individual members. Fees are reviewed annually by the Steering Committee and approved at the General Assembly. Honorary members are not required to pay a subscription fee. All membership fees must be settled by 31 December of the current year. Fees are non-refundable once paid, including in the case of withdrawal during the year.
Institutional members gain: participation in FLIP+ Working Groups; access to the FLIP+ Library (subject to applicable tier); attendance at the annual event and all webinars; access to association documents and resources in the member area; a vote in the General Assembly (one vote per institution); and an introductory session with the FLIP+ team.
An institutional membership covers your entire organisation. Any staff member employed by the institution may participate in or contribute to FLIP+ activities under a single membership. An individual membership is for a specific person working in educational assessment, not tied to a particular organisation.
Membership fees must be paid by 31 December of the current year.
Consortium members have full access and governance rights. FLIP+ association members can apply for Beta Access, open until 31 December 2026. To apply, write to info[at]flip-plus.org or use the application form on the Library page.
The FLIP+ Library is non-commercial and not-for-profit. It is governed by a consortium of public institutions, uses open standards, and ensures no single vendor can lock in the community. Its value is not speed or volume — it is trust, governance, shared ownership, and quality standards that no commercial provider can replicate.
Items you upload remain in the Library permanently and remain accessible to Consortium members, even if your institution’s access changes. What is contributed to the commons stays in the commons.
Beta Access is a time-limited opportunity for FLIP+ members who are not yet Consortium members to access the Library until December 2026. You can access all items, upload your own content, participate in Working Groups, and give feedback. In return, you must sign the Beta Test Agreement, designate an institutional administrator, actively contribute content, and participate in at least one Working Group.
The FLIP+ Library is an open-source international platform where public education institutions share, discover and co-develop validated assessment content. It contains assessment items created and piloted by real national institutions, enriched with metadata and where available psychometric data. It is the flagship project of the FLIP+ association.

The Library contains validated assessment items in mathematics and English language, in traditional and technology-enhanced formats including QTI-compatible content. Items are tagged with rich metadata and, where available, psychometric data from real national administrations.

Working Groups are the practical engine of the FLIP+ community. They bring together specialists from member institutions around specific themes to produce shared outputs — not just discussions. They meet at least monthly, virtually.
The six active Working Groups are: Mathematics Content; English Content; FLIP+ Dev (Technology); Psychometrics & IRT; Accessibility & Inclusion; and AI in Assessment.
